Novak instructed to analyze the reasons for the decrease in oil pumping volume
Russian Deputy Prime Minister Alexander Novak instructed the Ministry of Energy, Transneft and other companies to study the reasons for the decline in oil pumping through the pipeline system, as follows from the minutes to the meeting of February 20 (available at RIA Novosti).

In addition, Deputy Prime Minister instructed the relevant departments, as well as the St. Petersburg International Mercantile Exchange (SPIMEX) and Tatneft to prepare proposals for adjusting the parameters used in determining the minimum values of gasoline for shipments on the terms of delivery “self-delivery by road transport”.
At the end of February, Alexander Golub, Deputy Head of the Department of Regulation of the Fuel and Energy Complex of the Federal Antimonopoly Service, said that the agency considers it necessary to develop a network of pipelines in the country for fuel delivery. However, Pavel Gorshenkov, director of Transneft's oil and petroleum products transportation department, noted that the company has not yet seen any requests from consumers to connect to new product pipelines, although Transneft has the technical conditions to do so.
